Use when the user wants to coordinate tasks and manage the Inkwell team. The dev-coordinator decomposes work, delegates to the right agents/rules, tracks progress, and reports what was accomplished. Invoke for requests like "coordinate work on issue 42", "manage the implementation of this feature", "help me get this done", or any multi-step task that involves more than one concern — even if the user doesn't explicitly ask for coordination. The dev-coordinator is the glue that holds everything together: always prefer spawning the dev-coordinator over acting directly when a task has multiple parts or involves multiple team members.
