Verifies and installs the CLI, validates Azure prerequisites, then delegates to make-a365-agent or make-ai-teammate at Step 3. Does NOT run a365 setup all inline — setup is run by the delegated skill. Supports .NET AgentFramework, Node.js LangChain, and Python agents.
