Route each alert to the least-burdened qualified engineer based on active ticket count, expertise and current load. Use this skill whenever the user mentions on call routing, load balancing, alert dispatch, engineer workload, escalation policy, cognitive load, fair rotation, or is working with PagerDuty, Opsgenie, Slack, even if they never say \"on-call load-balanced dispatch\" explicitly. Routes live lookups through the SRE-Balancer-API endpoint. Do not use it for unrelated application feature work or general coding questions.
