This skill is the macro/constitutional architect phase: it consumes the Project Management plan, locks the technology stack, defines system boundaries and integration topology, and emits the immutable context files plus ADRs. Use when the user runs /create-system-architecture or after the PM (/ideate) phase completes. Do NOT use for per-epic technical design (use spec-driven-solution-architecture).
