spec-check の Finding を元に仕様書または実装を双方向に自動修正する。修正方向は Finding 種別とヒューリスティクス(堅牢性、テスト存在、git blame 等)で判定。--loop で差分0まで反復可能(旧 spec-cycle 後継)。USE WHEN spec-check 直後の整合性回復、設計変更後の同期取り、Constraint 違反の一括修正。SKIP Missing が大規模機能なら impl-orchestrator で実装、設計判断を伴う Diverged は Tier 1 エスカレーション。
