Guided, interactive lifecycle walker for Intents (INT-NNN). Drives an Intent from its current status to LOCKED one transition at a time, asking the engineer to confirm each step ([accept] / [decompose] / [lock] / etc.). Engineer-in-the-loop by default; an opt-in --auto mode walks the same lifecycle without prompts, refusing on first unmet pre-condition per ADR-021. Orchestrates the surrounding artifacts (AE/WS/IC/IB) and post-merge cleanup as it walks.
