Bump the Migraphe project version and drive its release. Use whenever the user wants to cut a release, bump the version number, or says things like "version up to 0.4.0", "release 0.4.0", "新しいバージョンを出して", "リリースして", or "バージョンを上げて" — even if they don't name every file that needs touching. Works in two phases: (1) inspect the changes since the last release, propose major/minor/patch, update every version reference, and open a PR; (2) after the PR is merged, tag and push to trigger the release workflow.
