Reads .cross-agent-reviews/ /state.json, dispatches the next round (1a → 1b → 2a → 2b → 3a → 3b), validates output via JSON Schema, and persists state. Audit rounds (1a, 2a, 3a) require fresh sessions; settle rounds (1b, 2b, 3b) do not. Supports cross-host paste-import for distributed reviews.
