High-level orchestrator (the supervisor above vision-orchestrator). Holds the WHOLE vision + WHOLE backlog and grooms it so the per-task executor always has a small, correctly-prioritized, unblocked next task. Use when the user wants to "run the high-level orchestrator", reprioritize/reorganize the backlog, groom issues, check if the project is stuck in a loop, or surface "what do I need to do" action items. Reads .claude/orchestrator-config.yml, queries GitHub Issues via gh, performs four operations (reprioritize, combine, split, soft-remove), then writes a standing report issue + a chat summary, and stops. Does NOT implement code and does NOT pick a single task to execute — that is vision-orchestrator's job.
