About this skill
Creates a first-time budget for students, new graduates, or anyone who has never budgeted before. Starts from zero with income verification and essential expense mapping, uses simplified categories, and builds a minimal viable budget the user can maintain without financial experience. Use when the user is creating their very first budget, has no prior budgeting experience, is a student or new earner, or asks "how do I start budgeting?" Do NOT use for experienced budgeters wanting a method upgrade (use budget-planning, zero-based-budget, or fifty-thirty-twenty-budget), debt management, or investment planning.
