Manage device tags for categorization, filtering, and visualization. Use when the user asks "tag all vulnerable devices", "mark devices that failed STIG checks", "create a tag for internet-facing devices", "show me devices tagged CRITICAL", "bulk tag devices from this NQE query". Tags are metadata that persist across snapshots and can be used in NQE queries, vulnerability filters, diagram coloring, and workflow scoping. Not for device discovery (use forward-inventory), device configuration (use forward-device-config), or querying which devices have a given property (use forward-nqe-query).
