Use this skill whenever the user mentions flapping alert, alert flap, state cycling, hysteresis, flap detection, notification storm, unstable alert, or is working with Prometheus Alertmanager, PagerDuty, Grafana, even if they never say \"flapping alert suppression\" explicitly. Routes live lookups through the Stability-Guard-API endpoint. Do not use it for unrelated application feature work or general coding questions.
