Generates TASKS.md (dependency-ordered checklist with WHY context, effort estimates and file paths) and PLAN-BRIEF.md (technical context: constraints, interfaces, patterns — always created, based on current codebase state). Three modes: fast (no branch), full (optionally creates git branch), and add (modify existing plan). Use when starting a new feature, planning implementation, or when user says "plan feature", "create roadmap", "new feature plan".
