为研究项目搭建标准科研工作目录的脚手架命令。当用户要开始一个新研究项目或新论文、想初始化或规范科研项目的目录结构、要搭多项目科研工作区,或提到 paper-init、科研工作目录时使用——即使用户只是说"帮我建个放论文材料的文件夹"也应使用。行为铁律:一轮提问,方案确认前零创建;只建目录骨架加 README 加 .gitignore 加 project.paper.yaml(项目信息配置,长期记忆),可选为用户选定的宿主生成项目配置文件;不建留痕目录、不生成任何研究内容。目标目录里已有 .paper/ 的进行中项目不适用本 skill。
