Produces apply orchestration across the env ladder, manual-vs-auto-apply policy per environment, blast-radius-controlled apply discipline (targeted apply, refresh-only), a rollback procedure, a drift-remediation playbook, and runbook inputs for partial-apply failures and lock recovery. Do not use for repo/module layout, state/secret backend, pre-merge plan/policy gates, or module registry/supply chain; use the other terraform archetype skills instead.
