Takes the evaluator's fix list, creates specific fix tasks in plan.md, executes the fixes, and triggers re-evaluation. Handles the loop-back mechanism of the Evaluate-Loop. Triggered by: evaluation FAIL verdict, 'fix issues', 'address evaluation failures'.
