The companion to manage-secrets-env (which owns the high-stakes secrets/env slice). Picks GitHub Flow, enforces pinned dependencies, nudges toward domain-first directory structure, and audits for hardcoded absolute paths. Adapts to repo type — app (exact pin + lockfile), library (semver range + compatibility matrix), monorepo (per-package). Language-agnostic.
