Classifies new or changed issues into the ratified initiative → capability-slice → horizon, syncs the operator's board fields + roadmap §3, and surfaces two-surface drift. Surface-agnostic: references the board via registered depersonalization tokens only, never a literal board id. Modes: Incremental Maintenance · Re-baseline · Drift Audit.
